Abstract
Telangana's 2026-27 state budget reflects a continued governmental commitment to transforming its agricultural landscape through targeted financial interventions. This article examines the key allocations across farming, horticulture, animal husbandry, fisheries, and tribal development, analysing how the state balances welfare-driven support with structural investments in research, technology, and infrastructure. Special attention is drawn to the operationalisation of crop insurance a long-pending reform and the state's ambitions in expanding oil palm cultivation and solar-powered irrigation in underserved regions. The findings suggest that Telangana is gradually shifting from a subsidy-dependent agricultural model toward one that integrates sustainability, institutional capacity, and rural inclusivity at its core.
Introduction:
The Telangana state government has placed farmers' welfare and agricultural development at the forefront of its 2026-27 budget. Out of a total budget of ₹3.24 lakh crore, the agriculture sector has been allocated ₹23,179 crore down ₹1,260 crore from last year's ₹24,439 crore, but with a sharper focus on high-impact schemes that provide security to farmers. ¹
Rythu Bharosa & Crop Bonus: A Major Boost for Farmers
The flagship Rythu Bharosa scheme receives the lion's share ₹18,000 crore continuing investment support of ₹12,000 per acre per year (₹6,000 per crop season, across two seasons). ¹ This matches last year's allocation, ensuring stable and consistent support for cultivators.
Crop bonuses have received a significant jump, with ₹3,500 crore allocated double last year's figure. ¹ Farmers growing fine rice varieties will receive a bonus of ₹500 per quintal, providing additional income for those who increase yields. Farmer associations have welcomed these measures, noting that Telangana has climbed to first place nationally in agricultural production as a result of such sustained policy support. ¹
Crop Insurance: Finally Getting Off the Ground
₹1,886 crore has been set aside for crop insurance this year. Although the state had previously resolved to implement a crop insurance scheme, it could not be executed in practice in prior years. ¹ This year's allocation is widely seen as finally clearing the path for the scheme to take shape. Of this, ₹981.11 crore is earmarked specifically for small and marginal farmers, though no separate allocation has been made for general farmer insurance. ¹
"The crop insurance allocation marks a significant step toward protecting farmers from climate and market risks — something the sector has long needed," — Agriculture policy analysts. ²
Scheme-wise Breakdown
According to the official budget documents ¹, the agriculture sector receives ₹15,187.47 crore under scheme heads, while horticulture gets ₹758.89 crore.
Key state-sponsored allocations within agriculture include:
Laboratory maintenance: ₹3 crore

Seed Development Corporation: ₹5.10 crore
Farm mechanisation: ₹25.47 crore
Rythu Bharosa (state share): ₹13,603 crore

Education & Research
Investment in agricultural knowledge and institutions continues, as outlined in the budget: ¹
Prof. Jayashankar Telangana Agriculture University: ₹15.90 crore
Sri. Konda Laxman Telanagna Horticulture University: ₹4 crore
New Agricultural College at Kodangal: ₹50 crore
The establishment of a new agricultural college at Kodangal is expected to boost access to quality agricultural education in the region. ³
Central Government Schemes
Telangana will also draw on centrally sponsored funding under various national missions. ¹ Key allocations include:
National Food Security Mission: ₹6.80 crore
National Mission on Agri Extension & Technology: ₹80.28 crore
Atmanirbhar Bharat — Pulses: ₹18.32 crore
Oil Palm Mission: ₹26.92 crore
RKVY (Rashtriya Krishi Vikas Yojana): ₹135.76 crore ⁴
Natural Farming: ₹22.55 crore
Agri National e-Governance Plan: ₹27.42 crore
Horticulture & Post-Harvest Support
Post-harvest infrastructure grading facilities, packing units, and sheds receives ₹3 crore, with the government also allocating: ¹
Government garden development: ₹4.50 crore
Horticulture promotion: ₹27.23 crore
Oil Palm Development: ₹20 crore
Horticulture Mission (central): ₹175.68 crore
Micro-irrigation (central): ₹305.77 crore
Oil Palm (central): ₹210.66 crore
The government aims to expand horticultural crops including mangoes, custard apple, chillies, turmeric, and oranges across 13 lakh acres, while oil palm cultivation, currently at 2.9 lakh acres, is targeted for expansion by an additional 68,000 acres. ¹
Allied Sectors: Animal Husbandry, Fisheries & Handlooms
The budget reflects broad support for allied agricultural livelihoods: ¹
Animal husbandry & fisheries: ₹1,529 crore
Fisheries department: ₹525 crore
Poultry industry: ₹47 crore
Cotton MSP support: ₹723 crore
Handloom sector: ₹258 crore
The handloom allocation is particularly significant given the sector's importance to Telangana's cultural heritage and rural employment. ²
Irrigation & Tribal Development
Micro-irrigation is set to be rolled out across 2,340 acres. The ambitious Indira Saura Giri Jala Vikasa project, backed by ₹12,600 crore, will provide 100% subsidised solar pumps to farmers in remote and tribal regions. ¹
Around 2.1 lakh tribal farmers are expected to benefit from a new initiative supporting forest produce cultivation across 6 lakh acres of podu lands. The scheme will be piloted at Achampet before being scaled across the state — a phased approach that experts believe will ensure more effective implementation. ¹ ²
"These allocations will strengthen confidence in the farming community and help Telangana's agriculture sector reach new heights," — Farmers and sector experts. ¹
Conclusion
Telangana's 2026-27 budget makes a clear statement of intent: agriculture is not just a sector, but the backbone of the state's economy and the lifeline of millions of families. With robust allocations for Rythu Bharosa, doubled crop bonus funding, long-overdue crop insurance, and forward-looking investments in irrigation, horticulture, and tribal farming, the government has crafted a budget that balances immediate relief with long-term growth. While the marginal reduction in overall agricultural spending warrants close monitoring, the strategic prioritisation of high-impact schemes signals confidence in Telangana's farming future. If implemented effectively, these measures have the potential to consolidate the state's position as a national leader in agriculture and meaningfully improve the lives of its farming communities.
